Obchodní dohoda mezi EU a Indií: Reported 2027 Timeline and Current Garment Duties

Od 23 říjen 2026, existing European Union customs duties on Indian garment imports remain in force, despite reported statements that the EU–India free trade agreement could become operational in four to five months. European importers bringing in women’s dresses, kaftany, skirts and scarves must continue paying current tariffs under the EU Generalised Scheme of Tariff Preferences (GSP), which sets duty at 9.6% on most clothing and 6.4% na tkané šátky. No zero-tariff rates apply until both India and the European Union formally sign, approve and ratify the concluded agreement.

Reported early-2027 timeline and the official EU approval process

Na 23 říjen 2026, it was reported by The New Indian Express that Indian Commerce and Industry Minister Piyush Goyal stated the India–EU trade pact may come into force in four to five months. Related press coverage on 22 říjen 2026 from Reuters, Business Standard, The Economic Times, and Global Banking & Finance Review, alongside reported coverage in Magzter on 23 říjen 2026 citing Business Standard, indicated that the minister suggested the trade deal could become operational in January to March or early 2027. These timelines represent reported press remarks rather than legally established implementation dates.

From an official procedural perspective, bilateral negotiations concluded on 27 leden 2026. Na 11 září 2026, the European Commission submitted its proposal for a Council Decision on the signing of the EU–Dohoda o volném obchodu s Indií, COM(2026) 483, to the Council of the European Union. Before any preferential rates from the trade pact can take legal effect, several formal steps must occur in sequence:

  1. Adoption of the decision to sign by the Council of the European Union.
  2. Formal signing of the agreement between the European Union and India.
  3. Consent granted by the European Parliament following formal scrutiny of the texts.
  4. Adoption of the decision on concluding the agreement by the Council of the European Union.
  5. Domestic ratification completed by both the European Union and India.

No official entry-into-force date has been announced. The agreement cannot apply to commercial shipments before signature, European Parliament consent and ratification on both sides are completed. Importers planning forward collections should note that until these official legal stages conclude, standard import procedures and current preferential schemes remain the sole applicable customs rules.

Current EU customs duties and import VAT for Indian garments

Customs duty on garments from India into Germany currently ranges from 8% na 12% under standard most-favoured-nation rules, nebo 6.4% na 9.6% under the EU GSP scheme, verified as of 18 říjen 2026. India is an active standard beneficiary of the EU GSP programme. Under Implementing Regulation (EU) 2025/1909, the European Union suspended GSP preferences for Indian textiles for the 2026–2028 period, but specifically excluded apparel from that suspension. Because garments remain covered, European Union buyers importing apparel from India pay 9.6% místo standardu 12% on most garments, a 6.4% místo standardu 8% na tkané šátky.

A renewed GSP scheme established by Regulation (EU) 2026/1395 is scheduled to apply from 1 leden 2027. This renewed framework will require a fresh list of suspended sections; if you are scheduling shipments for 2027 arrival, check with your customs broker once the upcoming suspension list is officially published.

To benefit from today’s GSP rates, the Indian garment exporter must be registered on the European Union’s Registered Exporter (REX) system and provide a compliant statement on origin directly on the commercial invoice. Customs clearance brokers use this statement to claim the reduced tariff at the border.

Import Value Added Tax (DPH) applies alongside customs duties. In Germany, clothing carries the standard import VAT rate of 19%, calculated on the customs value of the goods plus the customs duty paid. VAT-registered businesses in the European Union deduct import VAT as input tax on their periodic VAT returns. While Germany provides a customs deferment account to delay cash payments, several European Union member states allow importers to account for import VAT directly on their returns rather than paying upon arrival at the border, under Article 211 of the EU VAT Directive (such as an Article 23 licence in the Netherlands or an ET14000 licence in Belgium).

Expected zero-duty terms and draft rules of origin under the trade pact

Under the draft EU tariff schedule of the concluded agreement, the European Union eliminates customs duty on every garment line on the day the agreement enters into force. This draft schedule is expected to bring import duties down to 0% across women’s dresses, kaftany, skirts and scarves that satisfy the negotiated origin requirements.

Však, qualifying for zero duty under the trade pact will depend on strict origin criteria. The draft origin rule for woven apparel is stricter than the rule applied by the United Kingdom. Under the concluded EU–India text, the fabric must be woven or knitted within India or the European Union. V důsledku toho, garments cut and sewn in India using fabric imported from third countries will not qualify for the 0% preferential tariff when the agreement begins; such items would remain subject to standard duty rates. Importers preparing their supply chains should review fabric sourcing structures with their suppliers now to ensure compliance when the treaty takes effect.
