EU–India Trade Deal Targets 2027 Implementation: Garment Duty Analysis

Indian garment shipments to the European Union will not experience tariff cuts immediately, despite reported statements on 10 Oktubre 2026 from the EU envoy indicating a target implementation date in 2027. Bilang ng 13 Oktubre 2026, the EU–India Free Trade Agreement remains unratified and not in force, which means that importers must continue to pay existing duties under either standard third-country tariffs or the EU Generalised Scheme of Preferences (GSP). For European retailers and brands importing women’s mga damit, mga kaftan, skirts and scarves, customs duty remains at the current GSP rate of 6.4% o 9.6% with valid proof of Indian origin.

Reported 2027 implementation targets versus current status

On 10 Oktubre 2026, media outlets reported statements from EU ambassador Jean-Eric Paquet suggesting that the free trade agreement between India and the EU targets implementation in 2027, as reported by KalingaTV, Business Today, and Moneycontrol.com. These remarks followed an earlier news report on 8 Oktubre 2026 by the Hindustan Times stating that the agreement is expected to be signed in December and take effect by mid-2027. Bukod pa rito, sa 5 Oktubre 2026, it was reported by The Tribune (ANI) that France’s minister for European affairs, Benjamin Haddad, said the deal could remove €4 billion a year in tariffs and double EU–India trade, reflecting the European Commission’s estimate of annual duty savings for EU exporters to India.

Garment importers must note that all timeline projections appearing in the press are strictly reported targets and do not alter legal customs obligations. Bilateral negotiations officially concluded on 27 Enero 2026, and on 11 Setyembre 2026 the European Commission proposed the decision on signing the agreement to the Council of the European Union under document COM(2026) 483. Gayunpaman, no official entry-into-force date has been announced by the authorities. Because the trade pact has neither been signed nor ratified, zero-tariff treatment cannot be claimed at European borders today.

Legislative steps required before tariffs reach zero

Before any tariff changes take effect, several mandatory institutional procedures must occur within the European Union and India. According to the European Commission, the required steps following the Commission’s formal proposal comprise:

  • Adoption of the signing decision by the Council of the European Union;
  • Official signing of the agreement between the EU and India;
  • Consent to the agreement by the European Parliament;
  • A final Council decision on concluding the agreement; at
  • Ratification of the agreement by India.

Only after both parties complete their ratification procedures can the agreement enter into force. Under the draft EU schedule, import duty will be eliminated on every garment line on the date of entry into force, bringing applicable customs duties down to an expected 0%.

Importers must also prepare for specific draft rules of origin. The draft origin rule for woven apparel is stricter than the rule applied by the United Kingdom: the fabric must be woven or knitted in India or the EU. Consequently, garments sewn in India using fabric imported from third countries will not qualify for preferential treatment and would remain on standard tariff rates. If you are uncertain about the origin qualification of your fabric supply chain, check with your customs broker.

Current German and EU import duties on Indian apparel

Garment import duties verified on 11 Oktubre 2026 confirm that clothing from India currently incurs standard rates between 8% at 12%, or preferential rates between 6.4% at 9.6% under the EU Generalised Scheme of Preferences. India is an eligible beneficiary of the standard GSP scheme. Under Implementing Regulation (EU) 2025/1909, the European Union suspended GSP tariff preferences for Indian textiles for the 2026–2028 cycle, but did not suspend apparel. Bilang resulta, Indian garments retain preferential access at 9.6% instead of the 12% standard duty on most garments, at 6.4% instead of the 8% standard duty on hinabing scarves. A renewed scheme under Regulation (EU) 2026/1395 applies from 1 Enero 2027 and will require an updated list of suspended sections.

To secure the GSP preference, the Indian exporter must be registered in the EU Registered Exporter (REX) system and must include an official statement on origin on the commercial invoice for your customs broker.

In Germany, clothing also incurs import VAT at the standard rate of 19%, calculated on the customs value plus duty. Businesses registered for VAT in the European Union deduct import VAT as input tax on their VAT returns. While several member states allow importers to account for import VAT on the return instead of paying at the border under Article 211 of the VAT Directive (such as the Article 23 licence in the Netherlands or ET14000 in Belgium), Germany provides a customs deferment account.
