Under Storbritannia–India omfattende økonomisk og handelsavtale (CETA), garments manufactured using imported fabric can qualify for duty-free entry into the United Kingdom, provided the finished product satisfies the rule requiring a change of tariff heading alongside a minimum qualifying value content. Som bekreftet på 15 Oktober 2026, eligible apparel imports from India enter the UK at a 0% preferential tariff rate rather than standard customs duties of 8% til 12%. Imported fabric and the UK–India CETA origin criteria
The UK–India CETA was signed on 24 Juli 2025 and entered into force on 15 Juli 2026. The agreement establishes that goods must be either wholly obtained or significantly transformed through processing in India or the United Kingdom to access preferential tariffs and prevent circumvention. Non-originating components—such as fabric imported into India from third countries—are permitted in garment production, provided the finished article satisfies the product-specific rules of origin set out in the treaty.
Under Chapter 3 and Annex 3A of the agreement, a product can qualify as originating through three distinct paths: being wholly obtained, being produced entirely from originating materials, or being manufactured from non-originating materials while meeting product-specific rules. For knitted garments, vevde plagg, and textile made-ups, Annex 3A specifies a change of tariff heading plus a minimum Indian value content (CTH and Standard QVC). This means that cutting, assembling, and finishing garments from imported cloth allows the clothing to qualify as originating, provided the required domestic value content is achieved. If you need to assess the exact non-originating material allowances for your production runs, sjekk med din tollmegler.
UK customs tariffs on Indian garments
In the absence of a preferential trade agreement, the standard UK customs duty range on garments imported from India is 8% til 12%. Standard UK tariffs apply a 12% rate on adult dresses across woven and knitted fibres, mens vevde skjerf incur an 8% plikt. Following the entry into force of the UK–India CETA, every UK tariff line across knitted garments, vevde plagg, and textile made-ups dropped to 0% on the first day for products satisfying the rules of origin.
The table below outlines the standard UK duty rates compared with the preferential 0% rate available under the UK–India CETA for key women’s dress categories and woven scarves.

Proof of origin and customs clearance requirements
To claim the 0% preferential tariff when clearing customs in the UK, your shipment must be accompanied by valid proof of origin. Under avtalen, an import preference claim can be made using an origin declaration completed by the exporter on the invoice, an official certificate of origin issued by an authorised body in India, or through importer’s knowledge where the importer holds sufficient supporting documentation. Precise documentation is mandatory, as incorrect preference claims can result in border delays, administrative penalties, or duty clawbacks.
For UK businesses exporting to India, exporters must register with HM Revenue and Customs prior to completing origin declarations. For Indian garment exports entering the UK, having a verified certificate of origin provides your clearing agent with immediate evidence to secure the 0% tariff. We issue the certificate of origin for every shipment that qualifies and send it directly with the trade documents, ensuring your customs broker can claim the 0% rate without friction.
UK import VAT and postponed VAT accounting
Imported adult apparel entering the United Kingdom is subject to standard UK import VAT at 20%, whereas children’s clothing is zero-rated. Customs authorities calculate import VAT on the customs value of the goods plus any applicable duty. Because originating garments benefit from the 0% CETA rate, customs duty is eliminated from the calculation, reducing the overall tax base to the customs value of the goods and freight.
UK VAT-registered importers do not need to pay cash VAT at the frontier if they use utsatt mva-regnskap. Under this system, nothing is paid at the border; the import VAT is declared and reclaimed concurrently on the same VAT Return, resulting in a net cost of nil. No prior HMRC approval is required to use this procedure—you simply tell your customs broker that you want to use postponed VAT accounting on your import entry.
