Bandanas from India: Why Import Duty Is Not the Same as for Scarves

Od 17 říjen 2026, import duty on bandanas from India is not the same as for scarves because customs schedules treat bandanas as distinct made-up textile items with separate standard tariffs, origin rules, and fibre categories. While tkané šátky enter the UK and EU at an 8% standard duty and enter Australia duty-free, bandanas face standard rates of 10% in the UK and EU, up to 5% in Australia, and fibre-specific tariffs reaching 23.2% in the United States. Importers must therefore declare bandanas by their exact garment construction and fibre composition to ensure accurate border duty calculations.

Tariff differences between bandanas and scarves

Importers frequently assume that bandanas and scarves share the same tariff classification, but customs authorities distinguish between them based on product type, hemmed finishing, and fibre. In several major markets, woven scarves benefit from lower baseline rates than square, hemmed bandanas.

In both the United Kingdom and the European Union, standard tariffs on woven scarves sit at 8%. In contrast, bandanas made of cotton (hemmed, without lace or embroidery), polyester or other man-made fibres, or silk carry a higher standard duty of 10%. In Australia, scarves and shawls are classified as Free under general rates for all supplying countries, whereas bandanas made from polyester, man-made fibres, or silk carry a 5% standard tariff. Cotton bandanas that are hemmed without lace or embroidery carry a 0% standard rate in Australia.

In the United States, duties vary significantly across specific fibre lines. Hemmed cotton bandanas without lace or embroidery carry a standard duty of 13.2%, polyester or man-made fibre bandanas face 10.8%, and silk bandanas containing 70% or more silk face 1.1%. These differences mean that treating bandanas as generic scarves can lead to miscalculated landed costs.

Duty rates and trade agreements by market

Applied duty on Indian bandanas depends on whether the destination territory has an active preferential trade agreement with India, grants unilateral preferences, or levies additional trade measures.

Market Oděv & Fibre Description Standard Duty Preferential / Applied Rate (Indie)
United Kingdom Šátky (bavlna, polyester/man-made fibre, nebo hedvábí) 10% 0% (Spojené království–Indie CETA)
United Kingdom Woven scarves 8% 0% (Spojené království–Indie CETA)
Německo (EU) Šátky (bavlna, polyester/man-made fibre, nebo hedvábí) 10% 8% (EU GSP)
Německo (EU) Woven scarves 8% 6.4% (EU GSP)
Austrálie Cotton bandanas (hemmed, no lace or embroidery) 0% 0% (Norma / ECTA)
Austrálie Polyester, man-made fibre, or silk bandanas 5% 0% (Austrálie–India ECTA)
Austrálie Scarves and shawls 0% 0% (Standard Free)
Spojené státy Cotton bandanas (hemmed, no lace or embroidery) 13.2% 23.2% (Norma + 10% Sekce 301)
Spojené státy Polyester or man-made fibre bandanas 10.8% 20.8% (Norma + 10% Sekce 301)
Spojené státy Silk bandanas (70% or more silk) 1.1% 11.1% (Norma + 10% Sekce 301)

In the United States, the overall duty range on garments from India is 1.2–32% plus an additional 10%, with rates verified on 16 říjen 2026. There is no US–India trade agreement in force. Indian garments pay the standard most-favoured-nation duty plus an additional 10% duty under Section 301, collected since 24 červenec 2026. Consequently, total import duty is 23.2% for cotton bandanas, 20.8% for polyester or man-made fibre bandanas, a 11.1% for silk bandanas. Earlier IEEPA tariffs and the 25% Russian-oil duty ended in February 2026. Public Law 119-111, signed on 18 září 2026, allows up to 100% extra duty on goods from major buyers of Russian oil and gas, but as of today no notice applies it to India.

In the United Kingdom, garment duty ranges from 8% na 12%, verified on 15 říjen 2026. Under the UK–Komplexní hospodářská a obchodní dohoda s Indií (CETA), signed on 24 červenec 2025 and in force since 15 červenec 2026, duty on all knitted garments, tkané oděvy, and textile made-ups fell to 0% od prvního dne. To claim 0% instead of the standard 10% bandana rate, the goods must originate in India under Annex 3A rules, requiring a change of tariff heading and standard qualifying value content. Clearance requires either an exporter origin declaration on the invoice or an Indian-issued certificate of origin.

In Germany and the European Union, standard garment tariffs range between 8% a 12%, verified on 15 říjen 2026. Standard duty is 10% on bandanas and 8% na tkané šátky. Under EU Generalised Scheme of Preferences (GSP) pravidla, Implementing Regulation (EU) 2025/1909 suspended preferences for Indian textiles for 2026–2028, but apparel remains eligible. Indian bandanas therefore qualify for an 8% GSP duty (compared to 6.4% na tkané šátky), provided the exporter is registered in the EU REX system and includes an origin statement on the invoice. A renewed scheme under Regulation (EU) 2026/1395 platí od 1 leden 2027 and will require a fresh list of suspended sections.

EU–India Free Trade Agreement concluded negotiations on 27 leden 2026, and the Commission proposed the signing decision to the Council on 11 září 2026. Však, the agreement is not yet signed and is not in force. It requires Council approval, signature, souhlas Evropského parlamentu, and ratification by both sides; no official date has been announced. The draft schedule eliminates duty on all knitted garments, tkané oděvy, and textile made-ups on day one, provided the fabric is woven or knitted in India or the EU. If you are uncertain about potential implementation dates, check with your customs broker.

In Australia, garment duties range from 0% na 5%, verified on 15 říjen 2026. Under the Australia–India Economic Cooperation and Trade Agreement (ECTA), in force since 29 December 2022, Customs Notice 2022/52 removed duty on all Indian garment lines. Polyester, man-made fibre, and silk bandanas enter at 0% instead of the general 5% tariff if accompanied by a certificate of origin issued in India verifying compliance with ECTA rules (a change of tariff subheading plus minimum qualifying value content). There is no self-declaration route, but consignments of AUD 1,000 or less do not require a certificate.

DPH při dovozu, GST, and border clearance rules

Import taxes apply alongside customs duties and must be accounted for at clearance:

  • Spojené státy: No federal import VAT or GST is charged on imported apparel.
  • United Kingdom: Adult clothing incurs 20% import VAT on the customs value plus duty (dětské oblečení má nulové hodnocení). UK VAT-registered importers can select postponed VAT accounting (PVA) to account for and reclaim import VAT on the same return without border cash payments.
  • Německo: Clothing carries standard 19% import VAT on the customs value plus duty, deductible as input tax. Germany offers customs deferment accounts, while certain member states permit accounting via VAT returns under Article 211 of the VAT Directive (such as the Netherlands’ Article 23 licence or Belgium’s ET14000).
  • Austrálie: A 10% Goods and Services Tax (GST) applies to the taxable importation value (celní hodnotu, duty, international transport, and insurance). Monthly BAS lodgers can access the Deferred GST scheme to defer border payment to their periodic return.
