Germany Import VAT and Customs Deferment for Garment Importers

Garments imported into Germany from India incur standard 19% import VAT alongside customs duties ranging from 8% sa 12%, nabawasan sa 6.4% sa 9.6% under EU GSP preferences verified on 24 Oktubre 2026. Ito 19% import VAT is assessed on the customs value plus any customs duty paid, and EU VAT-registered importers can deduct the full amount as input tax on their periodic VAT return. Unlike EU member states that permit import VAT accounting directly on the return at clearance, Germany requires payment upon entry or the use of a customs deferment account.

How German import VAT applies to apparel shipments

Clothing imported into Germany is subject to Germany’s standard 19% VAT. Import VAT is charged at import on the customs value plus duty. This means the 19% charge is calculated against the total sum of the goods’ halaga ng customs (including international transport and insurance) and the applicable customs duty assessed at the border.

Ibinabawas ng isang negosyong nakarehistro sa EU VAT ang import VAT bilang input tax sa VAT return nito. This mechanism ensures that commercial imports do not carry cumulative turnover tax, though the importing business must initially settle or secure the tax when the goods enter the country. Because clothing does not qualify for reduced rates, ang pamantayan 19% VAT rate applies uniformly across all women’s garments, kasama ang mga damit, mga kaftan, mga palda, mga blusa, at scarves. If you are uncertain about the valuation elements included in your customs value, sumangguni sa iyong customs broker.

Border cash flow and customs deferment accounts

Managing import liquidity is an important consideration for garment businesses bringing in seasonal collections. Artikulo 211 of the VAT Directive allows EU member states to let businesses account for import VAT in their periodic VAT return instead of paying it at the border. Several member states have implemented this facility; halimbawa, the Netherlands provides an Article 23 licence and Belgium operates the ET14000 system, both of which avoid immediate border payments.

Germany handles import payments differently and does not offer postponed import VAT accounting on the return at the point of clearance. Sa halip, Nag-aalok ang Germany ng customs deferment account. A customs deferment account allows an authorised importer or agent to defer the payment of import duties and import VAT, grouping charges into periodic direct debits rather than paying on a consignment-by-consignment basis at release. This arrangement assists working capital between the date of border clearance and the subsequent filing of the input tax deduction on the VAT return. Importers should check with their customs broker regarding the specific security, guarantees, and application criteria required to open a German deferment account.

Current customs duty rates and EU GSP preferences for Indian apparel

Standard customs duties on garments imported into Germany from India range from 8% sa 12%, but Indian garments qualify for reduced rates of 6.4% sa 9.6% under the EU Generalised Scheme of Tariff Preferences (GSP). Sa ilalim ng Implementing Regulation (EU) 2025/1909, the EU suspended GSP preferences for Indian textiles under section S-11a for 2026–2028, but not for apparel under section S-11b. Dahil dito, Indian-made garments retain their preferential GSP rate: woven and knitted dresses, mga palda, mga kaftan, and tops carry 9.6% instead of the 12% karaniwang tungkulin, habang hinabing scarves incur 6.4% sa halip na 8%.

To access the GSP tariff at German clearance, ang Indian exporter ay dapat na nakarehistro sa EU Registered Exporter (REX) system at magbigay ng pahayag sa pinanggalingan sa komersyal na invoice. Your customs broker uses this origin statement to claim the preferential rate. Isang na-renew na regulasyon ng GSP, (EU) 2026/1395, nalalapat mula sa 1 Enero 2027 and needs a fresh list of suspended sections; this information will be updated when that list is published.

Regarding future trade terms, the EU and India concluded negotiations on a free trade agreement on 27 Enero 2026. The European Commission proposed the signing decision to the Council on 11 Setyembre 2026. Hindi pa nilalagdaan ang kasunduan at hindi pa ito epektibo. Kailangan ng desisyon ng Council para sa mga susunod na hakbang, pirma, Pahintulot ng European Parliament, at pagpapatibay ng magkabilang panig. Walang opisyal na petsa ng pagpasok sa puwersa na inihayag, and the agreement cannot apply before signature, Parliament consent, and bilateral ratification are completed.

Under the draft EU schedule, customs duties will be eliminated (0%) across every garment line on the day the agreement enters into force. Gayunpaman, the draft origin rule for woven garments requires that the fabric must be woven or knitted in India or the EU; garments sewn from imported fabric would not qualify and would stay on prevailing rates. Naka-on 22 Oktubre 2026, Reuters reported Indian trade minister statements that the pact could become operational in early 2027. Naka-on 23 Oktubre 2026, reports from The New Indian Express, Magzter (Pamantayan sa Negosyo), Moneycontrol.com, and News18 quoted Piyush Goyal projecting signing by December 2026 and an operational rollout within four to five months, between January and March or March and April 2027. A German minister separately stated that the trade deal is projected to save €4 bilyon bawat taon sa customs duties (CNBC TV18, 23 Oktubre 2026).
