How customs classifies beach cover-up dresses
Pull-over / closed beach tunic or cover-up dress that is worn as an outer dress = 6204.4x / 6104.4x (same logic as kaftan). If open-front robe-style see 'beach-cover-up-robe'. A beach garment that is just a rectangle of cloth is a sarong/pareo row. Swimwear itself is the 'swimwear' row. Fabric: cotton. CONSTRUCTION: woven -> Chapter 62 (not knitted or crocheted). Blends: classify by the fibre predominating by weight (Section XI Subheading Note 2(A) -> Note 2 to Section XI; tie = heading last in numerical order).
Knitted or woven decides the chapter: knitted and crocheted garments are Chapter 61, woven garments Chapter 62. For blends, the fibre that is largest by weight decides (Section XI, Subheading Note 2).
Import duty
The duty on beach cover-up dresses depends on the country and on whether you claim a trade-agreement rate for goods from India. Rates are re-checked against official tariffs every day: United States, United Kingdom, EU (Germany), Australia, Canada and all 60 countries.

Indicative classification from the official UK, US and EU tariffs and published customs rulings, as checked on the date shown. It is not a binding ruling: the importer is responsible for the code declared, and a binding tariff information (BTI/ATaR) or a CBP ruling gives certainty.
