As of 16 October 2026, garments imported into New Zealand from India remain subject to New Zealand’s standard 10% customs duty and 15% goods and services tax (GST), because the bilateral trade agreement is signed and ratified but not yet in force. Although it was reported on 2026-10-14 that India’s Central Board of Indirect Taxes and Customs (CBIC) notified new rules of origin effective 20 October 2026, preferential tariff rates cannot be claimed on consignments cleared prior to the entry-into-force date. From 20 October 2026, New Zealand removes tariffs on originating Indian goods, reducing import duty to 0% for qualifying shipments supported by compliant origin documentation.
Current tariff status and agreement entry into force
The New Zealand–India trade agreement was signed on 27 April 2026 and ratified by both sides. On 2026-10-13, it was confirmed by DD News that Prime Minister Modi highlighted that India and New Zealand have entered a new era of bilateral ties through the strategic partnership and free trade agreement. New Zealand’s Ministry of Foreign Affairs and Trade (MFAT) has confirmed that entry into force is set for 20 October 2026.
Under official terms published by MFAT, New Zealand will remove tariffs on Indian goods from the day the agreement enters into force. Until the agreement enters into force on 20 October 2026, apparel consignments arriving from India pay New Zealand’s normal 10% duty rate. Importers must not claim preferential treatment before the agreement is officially in force. If goods arrive and clear customs before 20 October 2026, the standard 10% rate applies without exception.
Reported rules of origin notification and documentation requirements
On 2026-10-14, it was reported by A2Z Taxcorp LLP that the Central Board of Indirect Taxes and Customs (CBIC) notified new rules of origin under the India–New Zealand Free Trade Agreement, effective 20 October 2026. For importers handling women’s dresses, kaftans, skirts and scarves, this reported administrative step outlines the origin procedures required to claim preference once the treaty takes effect.
Before any tariff changes apply at the border, two conditions must be met:
First, the agreement must reach its formal entry into force date on 20 October 2026. Second, importers must actively claim the agreement rate on the New Zealand Customs import entry and submit valid proof of Indian origin complying with the agreement’s rules of origin. The treaty framework establishes modern rules of origin aligned with New Zealand’s existing agreements, supporting electronic systems, paperless administration, and approved exporter self-declarations. However, administrative documentation must be verified in advance: confirm the exact origin document with your customs broker before shipping. If any aspect of product eligibility or certification remains unknown, check with your customs broker.
Garment duty comparison and New Zealand import GST rules
Across standard categories of women’s apparel, New Zealand currently levies a uniform 10% customs duty on woven and knitted garments manufactured in India. From 20 October 2026, these duties drop to 0% for goods meeting origin criteria.
| Garment Type | Fibre and Construction | Current Standard Duty | Agreement Duty from 20 October 2026 | New Zealand Import GST |
|---|---|---|---|---|
| Dresses | Cotton, woven | 10% | 0% | 15% |
| Dresses | Viscose / rayon, woven | 10% | 0% | 15% |
| Dresses | Polyester, knitted | 10% | 0% | 15% |
| Dresses | Silk, woven | 10% | 0% | 15% |
| Kaftans | Cotton, woven (including loose robe/cover-up cut) | 10% | 0% | 15% |
| Kaftans | Viscose / rayon, knitted | 10% | 0% | 15% |
| Skirts | Cotton, knitted | 10% | 0% | 15% |
| Skirts | Linen, woven | 10% | 0% | 15% |
| Scarves and stoles | Silk, woven | 10% | 0% | 15% |
| Scarves and stoles | Wool, woven | 10% | 0% | 15% |
| Tops and blouses | Cotton, woven | 10% | 0% | 15% |
| Tops and blouses | Viscose / rayon, knitted | 10% | 0% | 15% |
In addition to customs duties, New Zealand assesses import GST at 15%. Import GST is charged on the price paid plus international freight, postage and insurance plus import duty. Customs collects duty, levies and GST only when the consignment exceeds NZ$1,000 (excluding alcohol and tobacco). A GST-registered business claims the import GST as input tax on its return, supported by the Customs import entry or statement; approved importers may defer import GST.
When the tariff drops from 10% to 0% on 20 October 2026, the customs duty component is removed from the GST calculation base, reducing total upfront import charges at the border.
