As of 7 October 2026, women’s garments imported into Japan from India enter at 0% customs duty under the India–Japan Comprehensive Economic Partnership Agreement (CEPA), compared with standard duty rates ranging between 6.6% and 10.9%. Commercial imports remain subject to Japan’s standard 10% consumption tax, which is calculated solely on the CIF value when customs duty is zero. Japanese importers and overseas brands can eliminate customs duties entirely on dresses, kaftans, skirts, scarves, and tops by presenting valid proof of Indian origin upon customs declaration.
Preferential Tariff Treatment Under the India–Japan CEPA
The India–Japan Comprehensive Economic Partnership Agreement (CEPA) has been in force since 1 August 2011, establishing preferential trade terms between both nations. Japan Customs maintains a dedicated ‘India’ column in its official tariff schedule to administer preferential economic partnership agreement rates. Across women’s and girls’ apparel categories—including dresses, skirts, tops, blouses, kaftans, and scarves—the India EPA column specifies a rate of Free (0%).
In Japan’s tariff schedule as of 8 August 2026, no tariff-rate quotas or negative-list exclusions apply to these women’s garment lines. When importing garments from countries without a preferential trade agreement, Japan Customs levies standard general tariffs ranging from 6.6% to 10.9%. Claiming preferential treatment under the CEPA framework waives this tariff entirely, allowing qualifying Indian apparel to be cleared duty-free.
Duty Rates for Women’s Garments: Standard Versus Preferential
Standard customs duties on garments imported into Japan depend on garment classification, fibre composition, and whether the textile fabric is woven or knitted. Knitted garments generally incur higher standard tariffs than woven garments, although specific duty variations apply across different natural and synthetic fibres. Under CEPA, every one of these garment lines drops to 0% duty when accompanied by valid proof of Indian origin.
The table below compares standard customs duty rates with preferential CEPA rates across key women’s garment categories, based on tariff rates verified on 7 October 2026:
| Garment Category | Fibre Composition | Construction | Standard Tariff | CEPA Preferential Rate |
|---|---|---|---|---|
| Dresses | Cotton, Viscose / Rayon, Polyester, Silk, or Linen | Woven | 9.1% | 0% |
| Dresses | Cotton, Viscose / Rayon, or Polyester | Knitted | 10.9% | 0% |
| Kaftans | Cotton, Viscose / Rayon, Polyester, Silk, or Linen | Woven | 9.1% | 0% |

| Scarves and stoles | Cotton, Viscose / Rayon, Polyester, or Linen | Woven | 9.1% | 0% |

| Tops and blouses | Viscose / Rayon or Polyester | Knitted | 10.9% | 0% |
Standard tariffs on woven dresses, skirts, tops, and scarves made of cotton, viscose, polyester, or linen stand at 9.1%. Silk woven tops and loose robe-style kaftans carry a 10% standard tariff, while woven silk scarves incur an 8% duty, and woven wool scarves are assessed at 6.6%. Knitted garments typically face an import tariff of 10.9%, with exceptions such as knitted viscose skirts and knitted cotton or wool scarves at 8.4%, and knitted cotton tops at 9.1%. Under the CEPA agreement, all of these rates are reduced to 0%.
Import Consumption Tax, Customs Valuation, and Rules of Origin
While customs duty can be reduced to 0%, all garment shipments imported into Japan remain subject to consumption tax. Japan levies consumption tax on imports at a standard rate of 10%, which comprises a 7.8% national consumption tax and a 2.2% local consumption tax. Under standard Japanese customs assessment, the taxable base for consumption tax is the CIF value (cost, insurance, and freight) plus any customs duty assessed. Because qualifying CEPA shipments incur 0% customs duty, the taxable base is simply the CIF value alone.
A consumption-tax-registered business importer in Japan deducts the import consumption tax paid as an input tax credit on its consumption tax return. The import permit issued by Japan Customs serves as the required supporting document for this tax credit. Businesses with taxable sales of JPY 10 million or less during the base period are generally exempt from filing consumption tax returns. If you are uncertain about your business’s tax status, check with your customs broker.
To claim preferential tariff treatment at the time of import declaration in Japan, the importer must prove that the garments satisfy CEPA rules of origin. Importers may support an origin claim by submitting one of three documents: a certificate of origin issued by India’s competent authority, an origin declaration on a commercial document made by an approved exporter, or an origin certification document completed by the importer, exporter, or producer. The document must be submitted to Japan Customs upon declaration and remains valid for one year from the date of issue or completion.
For consignments with an aggregate customs value of JPY 200,000 or less, Japan Customs does not require origin documentation to claim preferential tariff treatment. Furthermore, garments must satisfy direct consignment requirements, meaning they must be transported directly from India to Japan without further processing or manipulation in an intermediate country. If a consignment is transhipped through a third country, a through bill of lading must be presented to establish direct transport compliance. Postponed submission of origin documentation may be permitted in exceptional cases such as natural disasters, or where approved under the before-permit release system. For specific declaration procedures, check with your customs broker.
