Which HS code applies?

Woven scarves, stoles, shawls and bandanas fall in HS 6214, split by fibre: silk 6214.10, wool 6214.20, synthetic (polyester) 6214.30, artificial (viscose) 6214.40, and cotton, linen and other fibres 6214.90. Every knitted scarf, whatever the fibre, is 6117.10. A square no larger than 60 cm a side is a handkerchief (6213), not a scarf.

India–Chile PTA: a margin off Chile's 6% duty

In force since 16 May 2017

Under the expanded India–Chile Preferential Trade Agreement, Chile's list gives Indian goods a fixed margin off its 6% general duty: 30% off for dresses, skirts and viscose scarves (an effective 4.2%), and 60% off for 6211.42 garments and 6214.90 scarves (2.4%). Lines not in Chile's list pay the full 6%.

Chilean customs needs an India–Chile PTA certificate of origin issued in India (through the government's eCoO platform). We arrange it for every qualifying shipment.

Chile IVA at import: 19%

Chile's 19% IVA is charged at import on the CIF value plus duty.

Getting it back with a VAT/GST registration

A business registered for it normally claims it back as input tax on its return; your customs broker will confirm.
