How customs classifies skirts
6204.5x woven / 6104.5x knit 'Skirts and divided skirts'. Fibre sub-headings differ from dresses: cotton .52, synthetic .53, and 'other textile materials' .59 which INCLUDES artificial (viscose) as well as silk/linen (UK/EU split .59 into artificial vs other; US splits 6204.59.10/.20/.30 vs .40). Skirt sold together with a matching top in identical fabric as one retail set = 'ensemble' 6204.2x (Chapter 62 Note 3(b); sets of mixed fabrics are not ensembles) - classify the set, not the pieces. Fabric: cotton. CONSTRUCTION: woven -> Chapter 62 (not knitted or crocheted). Blends: classify by the fibre predominating by weight (Section XI Subheading Note 2(A) -> Note 2 to Section XI; tie = heading last in numerical order).
Knitted or woven decides the chapter: knitted and crocheted garments are Chapter 61, woven garments Chapter 62. For blends, the fibre that is largest by weight decides (Section XI, Subheading Note 2).
Import duty
The duty on skirts depends on the country and on whether you claim a trade-agreement rate for goods from India. Rates are re-checked against official tariffs every day: United States, United Kingdom, EU (Germany), Australia, Canada and all 60 countries.

Indicative classification from the official UK, US and EU tariffs and published customs rulings, as checked on the date shown. It is not a binding ruling: the importer is responsible for the code declared, and a binding tariff information (BTI/ATaR) or a CBP ruling gives certainty.
